The Government has enacted Presidential Regulation Number 46 of 2025, introducing a comprehensive reform to the procurement of goods and services by the Government in Indonesia.
From strengthening domestic product usage through tiered Local Content (TKDN) obligations, to revamping procurement methods and more rigorous certification standards, this regulation signals a shift toward a more inclusive, transparent, and sustainable procurement ecosystem.
Notably, PR 46/2025 enhances e-procurement systems, expands price preference for local goods and construction, and formalizes reward–sanction mechanisms to ensure compliance at every level.
