The Transition to Hybrid Renewable Energy in Indonesia’s Remote Power Systems Under MoEMR Reg. 19/2025

One of the strategic imperatives to bolster national energy security and foster sustainable investment opportunities is the mitigation of systemic reliance on volatile fossil fuels. The structural challenges inherent in diesel-based generation, particularly within remote jurisdictions, necessitate a robust regulatory response to overcome the high logistical costs and environmental liabilities that currently impede grid stability. To facilitate this transition, the Ministry of Energy and Mineral Resources has enacted Regulation Number 19 of 2025 on Hybrid Power Plants. This regulation establishes a comprehensive legal framework for the de-dieselization program, integrating renewable technologies with existing infrastructure to ensure a reliable and cleaner electricity mix.
