Refining the Framework for Government Sukuk Transactions: Key Insights from Minister of Finance Reg. 59/2025

One of the key measures to strengthen the resilience of Indonesia’s sharia financial market is ensuring that regulations governing Government Sukuk (Surat Berharga Syariah Negara) transactions remain adaptive and responsive to market dynamics. To this end, the Minister of Finance has issued Regulation Number 59 of 2025 on Direct Buybacks and Sales of Government Sharia Securities and the Issuance of Government Sharia Securities as the Exchange Series. The regulation introduces additional buyback methods without auction and regulates SBSN cross-switching, thereby replacing Minister of Finance Regulation Number 75/PMK.08/2013 on Buyback of Government Sharia Securities, as lastly amended through Minister of Finance Regulation Number 16/PMK.08/2015, with a more robust framework for the secondary market.
