Revamping Indonesia’s Business Licensing Framework: Key Takeaways from PR 28/2025

Indonesian Government has officially enacted Government Regulation Number 28 of 2025 (“GR 28/2025”) to strengthen the implementation of Risk-Based Business Licensing, replacing Government Regulation Number 5 of 2021. With 550 articles and 14 chapters, GR 28/2025 introduces new provisions on (1) development of business licensing sector, (2) stages of conducting business activity, (3) authority for issuance business license and PB-UMKU, (4) updates on procedure environmental approval, SLA timelines, (5) development of the OSS System, (6) strenghtening of administrative sanctions and compliance oversight — requiring updates to OSS and and INSW systems.
