Strengthening Indonesia’s Royalty Framework: Key Insights from MoL Reg. 27/2025​

A key strategy for the creative industry is to address the negative impacts of outdated regulations. The Minister of Law Regulation Number 27/2025 aims to fortify the legal structure governing the collection, management, and distribution of music and song royalties. This regulation clarifies the roles of copyright holders, users, and Collective Management Organizations (Lembaga Manajemen Kolektif or “LMK”), while also enhancing the oversight functions of the National Collective Management Organization (Lembaga Manajemen Kolektif Nasional or “LMKN”). It seeks to improve the transparency, fairness, and efficiency of royalty distribution, directly addressing long-standing issues within Indonesia’s creative industry.
