Waste-to-Energy Processing Based on Environmentally Friendly Technology: PR 109/2025

Recently, there has been a monumental breakthrough in Indonesia’s waste-to-energy development. Such breakthrough is marked by the enactment of Presidential Regulation Number 109 of 2025 ("PR 109/2025"). The regulation not only revokes Presidential Regulation Number 35 of 2018, but also redefines the institutional and regulatory landscape for waste to energy, particularly waste to energy of electricity ("PSEL"). PR 109/2025 empowers Regional Government by providing clearer mechanism for appointing Regional Government to implement PSEL. Moreover, PR 109/2025 governs the revised electricity tariff and Power Purchase Agreement term with PT PLN (Persero) as the offtaker, strengthens the role of BPI Danantara as the driving force and catalyst, and defines inter-ministerial coordination among the relevant ministries.
